This letter is provided as an update for the 344 owners/users that are connected to the Fieldstone Wastewater Treatment Plant (WWTP) located at 55 French Drive.
On April 14th, 2026, Council received a report from the Town Engineer outlining the status of the WWTP and the steps required before the Town will consider Preliminary Acceptance or assumption of the system. Residents wishing to review the report can find it in the April 14th, 2026 Council agenda on the Town’s website.
Since that report, Brookfield Homes and their engineering consultant, WT Infrastructure, have continued towards the design work required to develop a long-term solution for the plant. This work includes carefully evaluating the existing treatment process and working with the Rotating Biological Contactor (RBC) manufacturer to identify the upgrades needed to improve the reliability and performance of the system.
The proposed work is being developed in phases. The initial phase focuses on improvements necessary to maintain the reliability of the existing system, while future phases will address additional upgrades being identified through the ongoing engineering review. As this work progresses, all proposed designs will continue to be reviewed by the Town and its consulting engineers. In the interim, operational adjustments, including increased daily sludge removal continue to be implemented to reduce strain on the existing system and improve affluent sewage quality, while long-term upgrades proceed.
The Town's position remains unchanged. Brookfield Homes remains the owner of, and is responsible for the operation, maintenance, and required upgrades to the WWTP until it is demonstrated to function as intended and meets the requirements of the Subdivision Agreement. The Town will not consider Preliminary Acceptance or assumption of the plant until those requirements have been met.
