The Town Hall is open Monday - Friday from 8:30 am to 4:30 pm.

Building / Zoning / Planning
All pond construction on properties in the Niagara Escarpment Plan area require a permit from the Niagara Escarpment Commission. All properties in the Town are governed by a Conservation Authority and these individual Conservation Authorities may also require permits for pond construction.

We receive many calls regarding ponds. Please ensure that you either have a permit from the appropriate agency or written response indicating that a permit is not required.
In Rural and Residential Zones in the Town of Mono, home occupations are permitted and must conform to the provisions set out below. If your property is located in the Niagara Escarpment Plan or Development Control area, home occupations are allowed; however, a permit is required from Niagara Escarpment and additional conditions may apply.
Not more than 25% of the dwelling shall be used for the home occupation and it shall neither change the residential character of the dwelling, nor create or become a public nuisance, due to excessive dust, fumes, noise, vibration, traffic or parking. There shall be no goods, wares, or merchandise, other than arts and crafts produced on the premises, offered or exposed for sale or rent on the premises.
No person, other than a member of the family, shall be employed in the home occupation or engaged in canvassing, delivering or as go-between in distributing merchandise to customers. Only private medical practice may include one employee who is not a member of the practitioner's family.
No external display or advertising, other than a lawful sign of a maximum 0.56 m2 (6 sq ft), is permitted to indicate that any part of the home is being used for a purpose other than residential.

A secondary dwelling unit is permitted on lots that have a minimum lot area of 10 hectares (25 acres). Second dwellings are not permitted in the Niagara Escarpment Plan and Development Control Areas.

All lots in the Town of Mono having an area of 0.81 hectares (2 acres) or less require a building permit from the County of Dufferin Building Department for the required fence enclosure. All fences for pools shall be constructed in accordance with Bylaw 2011-46.
A Site Plan must be submitted to the Town, with the applicable Municipal Approval Form, detailing the pool fencing location and the type of fence to be constructed. Once the Municipal Approval has been approved by the town, a building permit may be applied for at the County of Dufferin.
Please note that all construction vehicles must utilize the existing driveway. If this is not feasible, an Application for Entrance Permit may be applied for.
In the Rural and all Residential zones in the Town of Mono, one accessory apartment shall be permittedin a residence on a lot.
The size of an accessory apartment shall be limited to a maximum of 30% of the gross floor area of a single detached dwelling house, excluding the basement and private garage. If an accessory apartment is located wholly in the basement, there is no maximum gross floor area.

A maximum of 3 dogs are permitted on any property not licenced as a kennel. Licenced kennels are strictly controlled and are permitted on a property of at least 19.5 hectares (48 acres). Kennel licences must comply with Bylaw 2002-62, as amended. Once all requirements of Bylaw 2002-62, as amended, have been met, Olympus K9 is responsible for the reviewing, issuing, and renewing of kennel licences in the Town.
The Building Code Act requires that a Building Permit be obtained for the construction of:
- Any structure occupying an area greater than 10 m2 (108 ft2) consisting of a wall, roof and floor or a structural system serving the function thereof including all plumbing, works, fixtures, and service systems.
- A structure occupying an area of 10 m2 or less that contains plumbing.
- Plumbing not located in a structure.
- A sewage disposal system.
- Structures designated in the building code.
To confirm that a Building Permit is or is not required for your specific project, please contact Dufferin County Building Services Division before starting any construction project.
Properties zoned Rural and that are greater than 1.62 hectares (4 acres) are permitted to keep animals. Property size will determine the number and type of animals permitted.
Rural properties between 0.41 hectares (1 acre) and 1.62 hectares (4 acres) are permitted to have not more than 20 fowl or mature rabbits (plus litters).
Any barns proposed to house five (5) or more animal units must receive a Nutrient Management Certificate from the Ministry of Agriculture, Food and Rural Affairs.

The Municipal Bylaws Enforcement Officer for the Town of Mono acts upon bylaw complaints received. Residents may submit a bylaw complaint online or by contacting the Bylaws Enforcement Officer at 519.938.7326.

Committee vacancies are posted on the Town's website and on the Council/Committee Meeting and Agenda website. In addition, we also post the information on social media and in other communications if they are being set out in a timely manner to when applications close. We do look for applications fairly regularly as Task Forces/Ad hoc committees get established for projects or issues limited in scope and duration.
Prior to requesting a delegation to Council, please note the following:
Under normal circumstances, no more than 3 delegations will be permitted to attend any given Council. A brief written outline of the presentation to be made must be submitted to the Clerk in time for inclusion in the upcoming agenda.
A maximum of 10 minutes may be used by the presenter(s) of any delegation with an additional 10 minutes for questions.

Fire / Burn Permits
You can fill out a fire permit application online or come and fill out the application at Town Hall. Fire Permits placed online are automatically submitted into our system, but we manually review each application. As a result, it may take some time to process and issue your fire permit.
You can burn wood (excluding wood treated with paint and/or preservatives), by-products of wood (wood chips, shavings, etc.) and vegetation (plant materials) in a controlled and responsible manner.
A fire ban is a period when fires cannot be lit and fire/burn permits will not be issued. It is the responsibility of the permit holder to ensure there is no fire ban before setting a fire. The Town of Mono displays when there is a fire ban in effect on its home page and in the Fire Permit Application page. The Town also sends out notices via its social media channels.
Special attention should be given during dry periods or any time during the months of April and May, although Council may ban the lighting of fires out of doors at any time.

Yes, it is your responsibility to read and abide by the Town of Mono Bylaw for setting fires (2004-69). The intent of the bylaw is to provide public safety, reduce the frequency of costly and unnecessary fire department responses and recognize that residents occasionally require permission to use fire responsibly.

While the halls can hold over 200 people, depending on the room(s) rented. For the comfort of your guests, we do not recommend filling them to capacity. You can find the occupancy limits on the pages for the facilities:
It is recommended to have either a portable Internet stick or the ability to create a personal hotspot if you require Internet at the halls. While there is free WiFi available and the password is posted, connection to the WiFi is known to have intermittent signal/connection issues. The stability of the WiFi is decreased as more guests connect to it.

Roads / Public Works
No parking is allowed on any Town road between the hours of 2 a.m. and 6 a.m. starting November 15th and running until April 15th.
The number you should call for a roads issue will depend on whether it is a town road, country road, and the nature of the road issue. For a road safety emergency, you should call 911. You can find a list of useful numbers on the Public Works page.
Taxes & Water Billing
Taxes are billed twice per year. Each bill has stubs for two installments. You can view the installment dates on the Treasury and Taxes page.
Other than leaks, the number one reason for a high water bill in months other than the winter is automatic sprinkler systems. They may be watering the grass at a set time every day or often for long periods of time.
Mono Town Council determines how much it costs to provide all the services offered by the Town, including roads, police, and fire. Two-third's of Mono's budget goes towards these three services.
The Town then takes the total assessed value of all properties Town wide and uses that to determine the tax rate for each class of property (residential farm commercial, etc.) to ensure that the taxes raised will cover the budget.
The tax rate is then used to calculate how much tax each property owner will pay.
In addition to the municipal tax rate, the Province sets the education tax rate and Dufferin County sets the County tax rate. All three combined constitute your total property tax bill.

Select the Parks & Recreation Category and go to the Parks and Recreation App. You can use the info summary on the side to select Parks and Rec Points of Interest, select Play Structure, and then select each one to see where the play structures are located in Mono.
Water Systems / Drinking Water
Water from deep aquifer wells contain natural minerals. These minerals are heavier than water and will settle to the bottom of our watermains. The minerals will also become lodged on bends, joints, or unions in the system. Our Fire Hydrant Flushing Program can somtimes be the cause of brown water in homes. Some areas of the system will have lower usage than others. While some areas with high usage will have less settling and may never experience discoloured water.
The brownish tint in the water is composed of naturally occurring minerals. Your body requires these minerals. Small amounts of usage of this brown water will not hurt you.
The Town undergoes a preventative maintenance Fire Hydrant Flushing Program to ensure your system is in the best working order. In spring, summer and sometimes fall the Town will exercise our hydrants and valves to ensure they are always fully functional if required.
This program is advertised on our website, social media, and in local newspapers This program is usually the cause for temporary brown/yellow water during these months.
As recommended by our staff a simple running of the water tap for 5-10 minutes will clear this problem. If the problem persists for a longer period, please call the water department, or continue to the next FAQs.
Through years of research and experience, we are confident that you will have a fouled water softener or a dirty/old filter in your reverse osmosis water filtration system.
Water Softeners are meant to reduce/remove the hard minerals from the water. While the majority of these minerals are separated or dissolved by the salts, some remain in your resin tank of the softener. It is important that you maintain your softener at the frequency recommended by the manufacturer as well as ensuring the nightly purge cycle is occurring and it has the proper amount of salt. Do not let it run out of salt or it may foul the resin. A diligent maintenance program will ensure optimum operation of the softener.

Reverse Osomosis (RO) Water Filtration Systems are meant to remove all minerals from the water so a brown, yellow coloured filter only shows us that it is achieving the exact results you have purchased the product for. If you choose to remove all the minerals from your water, we recommend replacing your filter more regularly than your installer may recommend due to the mineral rich water from the ground. A clogged or old filter will put out brown/yellow water eventually.
Unfortunately the removal of the settled minerals and exercising of our fire hydrants is a necessary inconvenience that results from ground water. Please remember our goal is to ensures the highest service level of fire protection and good clean drinking water.
Brown water will sometimes stain light coloured fabrics, especially whites. This is why we set specific days of the week for hydrant flushing. Please ensure you are a member of our Social Media Platforms to stay better informed.
The smell described is associated with a clogged RO filter or fouled water softener and even these are not historically linked. You should never have bad smelling water if you in home systems are functioning properly. Call immediately if a smell occurs.
Carinal Woods and Island Lake Drinking Water System are designed and confirmed to provide 275-700 kPa (40-101 psi) with a normal household pressure being around 45-55 psi.
The complaints in the Cardinal Woods system have all been linked to improper plumbing techniques as a result of non-permitted or modifications made in the absences of a licensed plumber or faulty aged appurtenances.
The complaints in the Island Lake System have also been linked to improper plumbing techniques, non-permitted modifications or modifications made in the absences of a licensed plumber. The difference with the Island Lake system is due to the gravity fed pressurized system. Being a gravity zone the kPa’s (psi) vary from house to house and street to street so a comparison with your friend a couple streets over will not provide you with a concise view of what your pressure should be. Your psi will still be withing the recommend 45-55 psi range.
