Purpose and effect of both Amendments is to update the current existing policy in Sections 5 and 15 of the Town’s Official Plan and update Section 20(2) of the RURAL (A) ZONE provisions in Town’s Zoning Bylaw (78-1) to control development of New (Larger) Houses on Rural Lots.
Pursuant to (Sections 17 & 21 & 34) of the Ontario Planning Act, R.S.O. as amended, a Public Meeting at Council is required. This Notice provides interested citizens and stakeholders with an opportunity to attend this In-Person Meeting, or alternatively via On-Line Virtual Access, concerning a DRAFT Official Plan Amendment (OPA) and a DRAFT Zoning Bylaw Amendment (ZBA) initiated by the Town, to help control the siting and scale of New Large Houses on Rural Lots within the Town of Mono.

Written comments, either in support of both proposed Amendments, or in opposition to them, must be submitted to Town Clerk (Fred.Simpson@townofmono.com) ideally by November 21st, 2023, or prior to the date of the Public Meeting, regardless of whether you are able to attend the Public Meeting, In-Person or by On-Line Virtual Access. All Written Comments received will be considered by Council prior to rendering a decision on these Amendments.

Purpose and Effect
Town of Mono has initiated two proposed amendments to the Official Plan and the Zoning By-law to control development and placement of NEW proposed residences and expansions to existing residences in the Rural Area. With the exception of minimum setbacks and maximum GFA/coverage, the proposed Amendments are not intended to affect dwellings which are accessory to or located on the same lot as a Permitted farm.
The Proposed Official Plan Amendment updates existing policies in order to help preserve the rural landscape character and ensure compatibility of development with existing uses but also the bucolic rolling landscape of the rural area and to ensure that NEW PROPOSED rural residential development(s) in the Town is of appropriate scale and character and generally in keeping with the character of the rural areas and to minimize negative and undesirable impacts to the rural landscape. The primary focus of Proposed OPA is to amend existing Sections 5 - General Goals and Objectives and Section 15 — Rural Areas. The Proposed ZBA introduces development standards specific to development or expansion of NEW houses on rural lots. Development standards include minimum setbacks, and maximum coverage and gross floor area requirements.

If you wish to be notified of the Decision of Town Council in respect of adoption of any Official Plan Amendment and/or Zoning By-law Amendment, you must make written request to Town Clerk (Fred.Simpson@townofmono.com).
If a person or public body that would otherwise be able to appeal the Decision of Town Council to Ontario Land Tribunal (OLT) but said person or public body does not make written comments or oral submission at the Public Meeting, to Town of Mono before any Bylaw(s) is passed, said person or public body may not be entitled to appeal the Decision. If a person or public body does not make written comments or oral submissions at the Public Meeting or before the Bylaw is passed, said person or public body may not be added as a party to any Hearing of Appeal before the Ontario Land Tribunal (OLT) unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
