Director of Planning and Development
Position Purpose:
Reporting to the CAO, this position plays an integral role in facilitating communication and collaboration with stakeholders, researching and providing recommendations to Council, the Committee of Adjustment and the Planning, Environment and Natural Heritage Committee that are consistent with Provincial legislation, all applicable Municipal Policies, Bylaws and Plans. This position requires extensive contact with the public, internal departments, external consultants, government agencies in consideration of development proposals, land use and planning initiatives. The position requires physical and virtual attendance at meetings during and after office hours.
Key Responsibilities:
- Responsible for the overall management of the Town’s Planning Services providing oversight and guidance to the Planning Technician for the implementation of key responsibilities.
- Develop, process, and prepare reports for official plan amendments, zoning by-law amendments, subdivision/condominium, and site plan control applications and agreements.
- Discuss development proposals at pre-consultation meetings and conduct site visits and inspections as required.
- Prepare and make presentations regarding planning related matters to Council, Committees of Council and the public.
- Prepare and present land use recommendations to the Committee of Adjustment and provide oversight assistance to the Planning Technician in the processing of Committee of Adjustment applications.
- Review, provide comments and recommendations on reports, studies, proposals, planning policy documents and federal, provincial, or municipal planning documents to evaluate impacts on planning and development within the Town.
- Coordinate, direct and analyze data and mapping for notices, presentations and research projects utilizing ArcGIS software program in cooperation with Planning Technician.
- Function as Secretary Treasurer to the Committee of Adjustment in the absence of the Planning Technician.
- Aids in preparation and circulation of planning applications.
- Support the Heritage Advisory Committee activities including, when required, attending regular committee meetings, offering necessary advice as applicable.
- Liaise and consult with various departments, Town Solicitor, Town Engineer, Dufferin County and commenting agencies for planning applications.
- Develop, coordinate and/or lead public engagement processes such as public information meetings, open houses and stakeholder/neighbourhood meetings. Summarize and report on the outcomes of the public engagement process.
- Coordinate, research, and analyze statistical data and information for various initiatives.
- Participate in the preparation of Official Plan (OP) policies, amendments, secondary plans and review of reports and policies relating to growth management.
- Liaise and consult with Dufferin County Chief Building Official and Plans Examiner and provide guidance and oversight to the Planning Technician for the administration of Municipal Approvals for zoning compliance pertaining to building permit requests received through CityView software.
- Consult with the GIS Technologist and other departments as required to maintain parcel data, generate mapping, and collect and analyze municipal data, including land base inventory.
- Research and assist with special planning and community development projects and initiatives.
- Respond to general planning inquiries, including front counter, phone, email and provide excellent customer service.
- Comply with applicable provincial and municipal legislation including the Municipal Freedom of Information and Protection of Privacy Act, and the Town’s Records Management Program.
- Comply with the Occupational Health and Safety Act, applicable regulations, as well as the Town’s Health and Safety Program.
- Other duties as assigned.
Qualifications, Knowledge, and Skills:
- University degree in Planning or a related field.
- Registered Professional Planner (RPP) Designation.
- Membership with the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners (CIP) preferred.
- Must have a minimum of four (4) years of experience in a relevant area of planning preferably within municipal/consulting planning environment.
- Demonstrated Experience in land-use and policy planning in a rural and urban environment.
- Must be familiar with the Planning Act, Provincial Policy Statement, Growth Plan, Greenbelt Plan, Oak Ridges Moraine Plan, Conservation Act, the Municipal Act and other applicable legislation and regulations.
- Must be familiar with the Ontario Land Tribunal (OLT) processes and ability to provide testimony before the tribunal.
- Must demonstrate effective organizational, time management, technical review and presentation skills.
- Demonstrate effective people skills in responding to public, staff, Councillors, committee members, outside groups and agencies.
- Demonstrate effective multitasking skills to manage several assignments simultaneously and meet firm deadlines.
- Ability to work independently with minimal direction as well as part of a team.
- Proficient in Microsoft Office programs and experience with ArcGIS.
- Must possess and maintain a valid Ontario Class ‘G’ driver’s licence
Compensation:
The Director of Planning and Development position on Town’s Salary Grid, based on a 35-hour workweek, is at Grade 12, $114,396 - $133,827 (2025 Salary Grid).
The Town offers a comprehensive benefits package and enrollment to OMERS Pension Fund.
