Enforcement

Bylaw enforcement is the responsibility of the Municipal Bylaws Enforcement Officer for the County of Dufferin who acts upon complaints received. Residents may submit a complaint either by submitting the below form or by contacting the Bylaws Enforcement Officer at 519.938.7326.

Submit a request to have the Bylaws Enforcement Officer investigate an alleged infraction.

    Town of Mono Council enacted a Site Alteration and Placement of Fill Bylaw 2014-31, to control and regulate the site alteration and the placement of fill on sites across the municipality.

    Exemptions from Bylaw 2014-31 include:

    • Landowners within the Town may bring onto their property a maximum amount of 250 cubic meters (approximately 10-20 trucks depending on truck size/volume) of clean, locally sourced fill, provided there is no change to any watercourse or ditch draining the properties, without requiring a permit from the Town.
    • Landowners may utilize clean fill which may be required as part of a building permit (within 10 meters of the building being constructed) or other approved development applications which Council has issued approvals.

    Permits may also be required from the Niagara Escarpment Commission, and the Credit, Nottawasaga or Toronto Region Conservation Authorities for fill placement, even if exempt under Bylaw 2014-31.

    We offer the following advice to Landowners who are considering bringing fill onto their properties or who are being approached by companies offering to deposit fill on their properties:

    1. Landowners must consult with the Town of Mono, and other agencies noted above, to ensure that either permits have been received or permits are available from the Town (unless the filling proposal is exempt under the By-law).
    2. Landowners are responsible for fill placed on their property illegally and the landowners will be prosecuted by the Town.
    3. Landowners are responsible for the quality of fill entering their properties, and the potential environmental and financial liability for, and clean-up of, contaminated fill.
    4. Clean up of contaminated sites can result in significant costs being incurred by the landowners to restore the properties.
